Position Summary

JAAGO seeks qualified Finance Officer candidate for an international donor-funded project for indigenous children, which will address the most pressing needs of marginalized children, and to provide improved access to education services for out-of-school children. The Admin & Finance Coordinator will responsible for all aspects of the financial management and administration for the Project. The Finance Officer is expected to provide sound financial advice and effective financial management as well as coordinate with the administration of the project. This position reports to and works most closely with the Project Manager (Primary) and Project Focal & Finance (Secondary).

Only citizens of Bangladesh or residents with work authorization will be considered.

This position is contingent on funding.

Job Responsibilities

Financial Management:

  • Analyze and present financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements.
  • Coordinate and lead the annual audit process, and liaise with external auditors.
  • Oversee and lead annual budgeting and planning process in conjunction with the C.O.O; administer and review all financial plans and budgets; monitor progress and changes and keep senior leadership team abreast of the organization’s financial status.
  • Establishes effective accounting and bookkeeping systems and procedures and oversees accounting services.
  • Establishes and implements internal controls, and administrative systems, policies and procedures to ensure that project’s day-to-day operational activities are efficient and effective, and are in-line with approved strategic initiatives and budgetary allocations.
  • Implement a robust contracts management and financial management/ reporting system; ensure that the contract billing and collection schedule is adhered to and that financial data and cash flow are steady and support operational requirements.
  • Prepare budgets and reports on expenditure for donors by set deadlines.
  • Provide ongoing financial administration to the project, including the processing of approvals for procurements, consultant agreements, and vendor invoices
  • Effectively communicate and present the critical financial matters to management.
  • Coordinate regularly with the finance team at JAAGO HQ, providing timely updates on finance matters;
  • Stipend Disbursement.
  • Other duties as assigned.

Administration:

  • Manage day-to-day administrative functions including procurement and transportation. Enforce the policies and procedures of the organization. Make sure that procurements are done in compliance with the set policies and procedures.
  • Work closely and transparently with all external partners including third-party vendors and consultants.
  • Oversee administrative functions as well as facilities to ensure efficient and consistent operations as the project requires.
  • Responsible for all matters related to the operations and administration of the project.
  • Manage and maintain inventory ledger and make sure that donors guidelines are followed in the regard.
  • Assist the Project Focal and Manager for Admin and Finance and in other Management issues.
  • Supervise the project vehicles, drivers and messengers as per JAAGO & Govt. rules and regulations
  • Perform any other duties assigned by the JAAGO, and Project Manager.

Education:

  • University degree in business administration, management, accounting, finance or related field 

Experience:

  • Minimum of 3-5 years of accounting experience, preferably with donor funded development projects
  • Experience managing finance and administration operations and reporting functions
  • Demonstrable proficiency with Microsoft Word, Excel, PowerPoint, Access and other cloud accounting tools
  • Experience of working with International Donor, INGO funded project will be preferable.

Others:

  • Knowledge of and experience in applying accounting procedures and protocols in budget administration and financial forecasting, analysis and reporting.
  • Excellent organizational skills, and demonstrated ability to create and implement new systems that keep the fund running smoothly, while also accounting for differing work styles and remote locations of staff.
  • Strong donor and funder management experience
  • Excellent written and oral communication, presentation and negotiation skills.
  • Demonstrated capacity to think strategically with expertise in complex problem solving, decision making and critical thinking skills.
  • Proficiency with computerized financial systems, such as accounting programs, databases, payment processing, excel spreadsheets, payroll services.
  • Experience in preparing for and coordinating financial audits.
  • Ability to work remotely, with little supervision and able to meet deadlines comfortably.
  • Fluency in English.
  • Experience in scheduling and organizing events.
  • Flexibility, adaptability and willingness to take on a wide range of tasks.
  • Ability to handle confidential matters.
  • Enthusiasm for working with young organizations/start-ups.
